The Strengthening Community Resilience to Impacts of Climate Change and Stewardship of Natural Resources in Baringo, Kajiado and Laikipia Counties, supported by the Act Change Transform (Act!) with financial support from Department for International Development (DFID) and Swedish International Development Cooperation (SIDA) in 2014-2015, will strengthen communities’ resilience to impacts of climate change while conserving natural resources in Laikipia County.
Kenyan communities living in Arid and Semi-Arid regions are already experiencing the impacts of climate change with a reducing natural resource base. Communities in the three counties of Baringo, Kajiado and Laikipia are vulnerable to food insecurity that leads to the government responding by giving relief food, water scarcity that results in conflict among communities due to reduced pastures and water especially for livestock and for irrigation; and limited livelihood options leading to low income levels and inefficient utilization of natural resources.
The proposed Project will address some of the problems affecting the three counties while strengthening community resilience to impacts of climate change. The three main problems to be addressed include a weak government policy infrastructure at the national and county level to formulate and implement climate change policies, inadequate community capacities and infrastructure to articulate their aspirations and lack of access to appropriate information on climate change adaptation and mitigation strategies.
Enhanced community resilience to adapt to the impacts of climate change for improved livelihood in Kajiado, Baringo and Laikipia counties
1.1 Lobbying for development of climate change adaptation framework at County level
1.1.1 Desk review on current frameworks in the counties including CIDPs and their status and agricultural technologies awareness.
1.1.2 Consultative meetings with counties’ leadership – County executive team in charge of environment, members of county assemblies (MCAs) and line ministry staff. The ministries are: Agriculture, Livestock, and Fisheries; Environment and Natural Resources; Water and Irrigation; and Youth, Gender, Labour and Social Security Services
1.1.3 Consultative meetings with communities to map out climate change issues – will involve organized groups including women groups, youth groups and Water Users’ Associations
1.1.4 Facilitation of County stakeholder forums on climate change adaptation targeting 35 participants in each county
1.1.5 After Action Reviews (AAR) for monitoring and evaluation
1.2 Enhancing community capacity to adopt climate smart agricultural practices (CSAPs)
1.2.1 Facilitation of 3 community sensitization forums on CSAPs at county level
1.2.2 Procurement of 3 mobile irrigation systems (MIS) equipment
1.2.3 Capacity building on water harvesting and dryland farming techniques for 120 farmers
1.2.4 Establishment of 3 demonstration plots, installation and trainings on MIS operations
1.2.5 Facilitation of 3 field days, one per county
